Framework Cross-Industry Management Systems
ISO 50001 is the international standard for an energy management system (EnMS). It asks an organization to understand where its energy goes, establish a baseline and performance indicators, find the significant energy uses, set targets, design and purchase with energy in mind, and show measurable improvement in energy performance over time.
The current edition is ISO 50001:2018 with Amendment 1 (2024) on climate action; the standard is under systematic review but no new edition has been announced (verify).
In writing, the standard expects an energy policy and scope, an energy review with the significant energy uses identified, an energy baseline and energy performance indicators, objectives and energy targets with action plans, a data collection plan, operational and maintenance criteria for significant energy uses, design and procurement considerations, and the usual records for competence, internal audit, management review, and corrective action.
Voluntary in most of the world. In the European Union, the recast Energy Efficiency Directive (EU) 2023/1791 makes it effectively mandatory for large energy users: enterprises with average annual consumption above 85 TJ must implement a certified energy management system by October 11, 2027, and those above 10 TJ must either run a qualified energy audit every four years (first by October 11, 2026) or hold a certified EnMS.
In the US it is voluntary and often used to support utility incentive programs and the DOE 50001 Ready program.

Directive (EU) 2023/1791 Article 11 sets two thresholds based on average annual consumption over the previous three years. Above 85 TJ: implement an energy management system certified by an independent body by October 11, 2027.
Above 10 TJ: carry out an energy audit by October 11, 2026 and every four years after, unless a certified EnMS or an environmental management system that includes a compliant energy audit is in place. Member states transpose the details, so check national rules for penalties and reporting.

Implementers run the energy review, build the baseline and indicators, set up metering and data collection, write the procedures, train an energy team, and prepare for audit. Engagements often run six to twelve months because a baseline needs real data.
