R2/RIOS
R2 (Responsible Recycling) is the certification standard for electronics reuse, repair, and recycling facilities, owned by SERI (Sustainable Electronics Recycling International). The current version, R2v3, was released in July 2020 and has been the only certifiable version since March 31, 2023.
It covers legal compliance, an environmental, health, and safety management system, data sanitization, tracking of focus materials through downstream vendors, reuse and test-and-repair practices, and specific process requirements in its appendices.
RIOS (Recycling Industry Operating Standard) is a separate, sector-neutral recycling management system standard from the Global Recycling Standards Organization that combines quality, environment, and health and safety in one; it is one of the management system options a facility can use to satisfy R2's management system requirement, and many facilities hold both.
In writing, an R2 facility must have an EH&S management system (RIOS, or ISO 14001 with ISO 45001, or equivalent), a legal compliance plan, a data sanitization plan, a focus materials management plan with downstream due diligence records, an R2 equipment categorization process, a reuse plan with testing procedures, a closure plan with financial assurance, and records of throughput and downstream shipments.
Certification is issued per facility by accredited certification bodies, never by SERI itself.
Who has to comply
Voluntary, but demanded by enterprise and government customers for IT asset disposition, by OEM take-back programs, and by some state e-waste laws or procurement policies that require R2 or e-Stewards certification. Applies to facilities that collect, refurbish, resell, recycle, or broker used electronics.

Scope of certification with the R2 processes and appendices claimed; legal compliance plan and permits; EH&S management system documents (RIOS or ISO equivalents) with audits and management review; data sanitization plan, methods, verification records, and security controls; R2 equipment categorization procedure and records; focus materials management plan and downstream vendor due diligence files (audits, licenses, tracking to final disposition); reuse and test-and-repair procedures with test records; import and export legal reviews; transport and storage controls; closure plan and financial assurance evidence; throughput and shipment records; insurance; worker training and health and safety records; internal audit and corrective action records.

R2 Equipment Categories and downstream tracking
R2v3 uses the R2 Equipment Categorization (REC) to classify equipment by functional, cosmetic, and data sanitization status so buyers and auditors read the same labels.
Focus materials (items like batteries, mercury devices, CRT glass, and circuit boards) must be tracked through every downstream vendor to final disposition, and each vendor must be qualified through documented due diligence. These two areas produce most audit findings.

Who assesses R2/RIOS
SERI-approved certification bodies accredited to ISO/IEC 17021-1 for the R2 scheme, using SERI-trained R2 auditors. Accredited by ANAB (US), JAS-ANZ (Australia and New Zealand), and NABCB (India) accredit R2v3 certification bodies; SERI runs an assurance program over certification bodies and auditors on top.

Consultants
Who helps with R2/RIOS
A niche consultant ecosystem exists, including SERI-trained consultants. Consultants build the management system (often RIOS), write the data sanitization and focus materials plans, perform downstream vendor due diligence, map R2 equipment categories, run internal audits, and prepare for the certification body audit. First certifications commonly take six to twelve months.
